Chemical Security, Are You Ready?

After the passage of the Chemical Security Act, the 7000 + facilities impacted by these new regulations have begun to ask the question: "ARE WE READY?" for auditors, reviews, SVA's, and the host of new and proposed regulations that will reshape the chemical industry.

On April 2, 2007 the U.S. Department of Homeland Security released an interim final rule that imposes comprehensive federal security regulations for high-risk chemical facilities. The new Chemical Facility Anti-Terrorism Standards (CFATS), Enacted by Section 550 of the Homeland Security Appropriations Act of 2007, gives DHS the authority to implement the risk-based performance standards for the nation's high-risk chemical facilities.

Risk Based Security standards will be required to achieve specific outcomes, such as securing the perimeter and critical targets, controlling access, deterring theft of potentially dangerous chemicals, and preventing internal sabotage. As chemical facilities are required to complete preliminary screening assessments that determine risk level, prepare and submit security vulnerability assessments and site security plans, and implement security measures to mitigate security risks, facilities are now challenged with navigating the requirements to comply with standards efficiently and with cost effectiveness.
